Project Description:

NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    

NEOM is a planned Border_town" style="color:blue; text-decoration:underline" target="_blank">cross-fringe city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

 

Role Purpose

·    Manage an environmental compliance assurance program for the construction and operation of all built assets.

·    Ensure that environmental risks associated with the construction and operation of NEOM assets are identified, reported and mitigated.

·    Ensure that world-class standards of environmental protection are applied to the construction and operation of all NEOM assets.

 

Key Responsibilities

·    Supporting the Manager – Environmental Execution & Assurance in developing and coordinating an Environmental Assurance Program

·    Implement and enforce environmental management systems relating to the range of issues associated with the development of NEOM. This will have an initial focus on construction activities, including the construction of all infrastructure, utilities and buildings, but will extend to other activities and projects as required.

·    Reviewing and advising on Construction Environmental and Social Management Plans developed by the contractors.

·    Reviewing and interpreting other environmental performance requirements contained in construction contracts.

·    Provide support to NEOM and external planning teams and sustainability team/consultants regarding field-work, site assessments, etc.

·    Ensure that environmental and sustainability issues are effectively implemented during the planning and construction processes.

·    Ensure that NEOM environmental requirements (contract requirements, codes of practice, best practice) and other expectations related to social and environmental performance are clearly informed to contractors as part of a judicious contractor engagement program throughout the life of all major construction projects.

·    Identify, report and support efforts to remediate any deficiencies in the environmental capacity of contractors that could compromise their ability to meet all NEOM environmental requirements.

·    Ensure that project monitoring and reporting regimes are applied across the project, extending as appropriate to procurement processes.

·    Compliance inspection of contractor construction activities and auditing of contractor submissions and records.

·    Reporting, and acting appropriately in response to, non-compliance events.

·    Anticipating and preventing environmental risks before they occur whenever possible.

·    Team development including training of project personnel and mentoring of less experienced team members.

·    Communicate regularly, developing strong relationships across the organization and stakeholders.

·    Implement project controls system to ensure that objectives are met in a timely and cost-effective manner.

·    Support the development of standardized environment compliance systems and methodologies, reports, tools, templates, procedure, and dashboards and implement these for all projects

 

Knowledge, Skills , and Experience

·    a track record in delivering environmental protection services on major projects of a similar scale. In addition, their experience should ideally span the program life cycles from conceptualization, initiation, engineering, construction, handover to close out and operations.

·    strong initiative, communication & management skills.

·    Strong technical environmental skills across terrestrial, marine and coastal environments

·    Good people management and mentoring skills.

·    Confirmed record of successfully implementing environmental supervision on major construction projects.

·    Must have as minimum a bachelor’s degree in environmental sciences (or related discipline) and ideally a Master’s degree.

·    Confirmed track record working with contractors to provide considered and authoritative supervision to deliver sustained environmental outcomes.

·    Minimum of ten (10) year-experience in the field of environmental site supervision & management, ideally with some experience of regulatory environmental enforcement.
