What you'll be doing

Our Associate Buyer is responsible for participating in the selection of merchandise and its assortment. Our Associate Buyer is also responsible for the collection and consolidation of both quantitative and qualitative information regarding sales, best selling items, stock coverage and others.

To support the buying team in the selection and management of products.
To be responsible for the data entry of the products and work closely with supply chain team on all requirements.
To be responsible for creation of purchase orders.
Inventory tracking and cross-functional communication to ensure timely and cost effective product acquisition.
Coordinate with logistics, marketing and planning to ensure product reaches on time for the launches.
Prepare reports and presentations for internal meetings and reviews.

What you’ll need to succeed

1 – 3 years experience in a similar role in luxury buying.
Strong analytical skills.
Proficiency in Microsoft Excel.
Excellent communication skills.

Job Description:

Parsons is looking for an amazingly talented Procurement and Contract Manager to join our team! In this role you will be responsible for leading and managing all procurement and contract-related activities for an ultra-luxury hospitality project in the Kingdom of Saudi Arabia. The role requires deep expertise in procurement strategy, vendor management, and legal compliance—particularly within the GCC region.

The ideal candidate will have extensive experience with PMC firms and ultra-luxury hospitality developments and will ensure all commercial processes align with KSA regulations, project goals, and international standards.

What You'll Be Doing:

Develop and implement procurement strategies aligned with project goals, timelines, and budgets.
Lead the preparation, review, and administration of RFPs, RFQs, and tender documentation for consultants, contractors, and suppliers.
Manage prequalification, bidding, evaluation, negotiation, and award processes in accordance with KSA law and client requirements.
Draft, review, and finalize contracts ensuring alignment with Saudi law, international standards (FIDIC, etc.), and project-specific terms.
Ensure that procurement activities comply with local authority guidelines, PIF standards, and best practices in luxury hospitality projects.
Work closely with design, engineering, and project controls teams to ensure that procurement supports project timelines and scope.
Oversee the performance of suppliers and contractors, managing contract compliance, variations, claims, and disputes.
Lead contract close-out, extensions, and renewals, maintaining detailed records and audit trails.
Provide ongoing risk assessment and mitigation strategies related to commercial and procurement activities.
Serve as the key point of contact for procurement and contract matters with clients, stakeholders, and legal advisors.
Prepare reports and dashboards on procurement progress, KPIs, and cost performance for senior leadership.

Qualifications & Experience:

Bachelor’s Degree in Quantity Surveying, Engineering, Construction Management, Law, or a related field. A Master’s or professional certifications (MRICS, CIPS, PMP, etc.) is a plus.
Minimum 16–18 years of experience in procurement and contracts, with a strong record in PMC and ultra-luxury hospitality or high-profile mixed-use projects.
Extensive knowledge of procurement regulations and contract laws in KSA and broader GCC countries.
Familiarity with FIDIC contracts and other standard forms used in the region.
Proven ability to lead negotiations, manage risks, and resolve contractual issues effectively.
Experience working with public-sector entities, especially projects backed by PIF or similar institutions, is an advantage.
Strong commercial awareness, analytical skills, and strategic thinking.
Fluent in English; Arabic is an advantage.

Effective leadership and team collaboration skills.
Strong communication and stakeholder management abilities.
Capable of working in fast-paced, high-expectation environments with complex project structures.

Overview:

Will administer subcontracts for various V2X Programs within the Middle East region which may involve both foreign and domestic subcontractors. This position will execute and administer various types of Subcontracts and Purchase Orders (POs) through close-out, ensuring compliance with corporate policies and procedures, legal guidelines, FAR/DFARS clauses, and customer requirements. Work on complex subcontract matters in both domestic and contingency locations and provides Program Management with contractual guidance while exercising sound ethical and professional judgment within a broadly defined best practice and written policy structure. Responsible for protecting the legal and financial interest of Vectrus Systems Corporation during all discussions and interactions with customers and suppliers. Drafts Request for Proposals, develops source selection criteria, analyzes cost/price data to determine price reasonableness, leads negotiation efforts with subcontractors, and reviews and interprets clauses, formal amendments, agreements and legal documents. Supports all internal and external audits, and provides program support to both internal and external customers. Operates under the functional guidance of Supply Chain organization and Corporate Purchasing Manual, while coordinating closely with other functional departments.

Responsibilities:

Performs a full range of subcontract activities associated with the administration of subcontracts.
Qualifies suppliers, issues RFP’s, evaluates proposals, documents cost and/or price analysis, executes subcontracts incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations, and maintains compliant subcontract files in accordance with established procedures and FAR guidelines.
Monitors subcontractor performance to ensure that all contract terms and conditions are met while adhering to cost/schedule and mission requirements.
Documents subcontractor performance using the Vectrus Subcontract Past Performance Rating System – SPPRS.
Uses judgment to interpret internal and external issues and develop best practices.
Makes recommendations to management on subcontract issues, and execution of subcontract documents.
Drives innovation in acquisition strategy for responsible programs/subcontracts
Owns the subcontract content for responsible programs
Assists in coordination with other functional areas on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.
Awards subcontract total value, authorizes funding, reviews and validates subcontractor invoices for payment monitor’s balance.
Uses specialized knowledge to solve complex and unique problems.
Provides subcontract support to the Business Development/Capture Team.
Performs other duties assigned.

Qualifications:

Minimum Qualifications
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
- BS/BA Degree and 3 years' professional experience relating to subcontracting, purchasing, contract management, business/finance, and/or sales.
- Must possess current Kuwait residency status
- May be required to travel on Temporary Assignments to Programs both CONUS/OCONUS in support of program and mission requirements.
Experience:
- Approximately 1-2 years of experience serving in contracts, procurement, or subcontract department(s) with direct experience working with subcontract actions / files and minimal exposure to associated software systems (ie OnBase, AS400, Federal Funding Accountability Transparency Act Reporting System, Contracts Management Database, etc).
Skills:
- Good problem solving, negotiation and organizational skills/techniques, strong communicator, possesses analytical and interpersonal skills. Functionally skilled in Microsoft Office products including, but not limited to Word, Excel, Outlook and SharePoint.

Global Procurement Central Services, Jeddah, KSA

The GPCS Team, reporting into the Global Procurement Organisation (GPO), ensures that Amazon gets value for money for non-inventory goods to provide the Fulfilment Centres with the necessary shipping supplies they need to operate smoothly. As a GPCS Buyer, you will provide functional support to all the Fulfilment Centres (FCs) within a cluster of FCs for all aspects of procurement. This includes securing the constant flow of packaging goods and services, supplied at the best overall value to the business on a day to day basis.

The number of FCs within a cluster will ideally depend on FC size and other relevant parameters. The GPCS Buyer will directly report to the Procurement Manager for GPCS EMEA.

• Travel Requirements: Occasional Travel may be required to visit individual FCs within the cluster/other regions (5% of the total time)

Key job responsibilities

The extent of your responsibilities will include but is not limited to:

• Plan and execute the daily forecast and effective materials management of all non-inventory packaging supplies

• Execute purchase order creation based on the planned forecast and internal requests

• Liaise with suppliers to secure prompt deliveries for the full range of shipping supplies items

• Develop relationships with primary internal customers (on-site management teams), external suppliers and other Amazon Teams (Operations and Corporate)

• Work in full compliance with the company Spending and Transaction Policy

• Plan the truck deliveries in full while placing replenishment orders

• Plan time slots for deliveries upfront with the suppliers

• Communicate the accurate delivery schedule to the local FC NIRs teams

• Be the escalation POC to ensure deliveries are offloaded as per the agreed timelines with suppliers

• Work with Operations and SPO to define strategies to mitigate space constraints

• Manage and drive down the number of Invoices on Hold (IOH) requests

• Support change initiatives and continuous improvement projects aimed at improving the efficiency of shipping supplies processes

• Proactively flag delivery issues with the Regional Manager in GPCS as well as the Procurement Team for visibility

• Provide support to other cluster buyers as and when required

• Interact with the FC Non-Inventory Receivers on a daily basis to get a sense of activities on the shop floor

• Provide training to new cluster buyers

• Deliver Procurement metrics in line with set targets. This includes achieving KPI metrics, cost savings for the cluster, no FC stock-out issues and achieving individual project objectives.

Basic Qualifications

- Experience in Microsoft Office (Word, Excel, Outlook) • Advanced proficiency in local language in both written and verbal communication • Intermediate proficiency in English in both written and verbal communication

Preferred Qualifications

- Experience in procurement, supply chain, inventory management, contract management, lease administration or operations

- Any additional sourcing and/or purchasing competencies would be advantageous. • Relevant experience with shipping supplies (Corrugated Materials) • Relevant purchasing experience in Procurement, ideally within a large scale, fast paced Retail Distribution, Production or Manufacturing environment • Relevant experience in Materials Management and Logistics domains • Basic knowledge of ERP and/or MRP systems (such as Oracle, SAP, COUPA etc)
