Head - Application Operations & Support, Awali, Bahrain

Job Description

The Head of Application Operations is responsible for the day-to-day stability, support, and continuous service improvement of enterprise business applications across all domains ERP, Upstream, Downstream, Corporate Functions, and Platforms. This role ensures the effective execution of ITIL-based application service operations processes, focusing on incident resolution, service availability, change execution, and application monitoring.

Responsibilities

Key Result Areas:

1. Application Support Management: Oversee L2/L3 support activities for all business applications, ensuring timely incident resolution, service requests handling, and application availability.

2. Incident & Problem Management: Lead the triage, resolution, root cause analysis, and documentation of application incidents and recurring problems.

3. Change and Release Support: Execute production changes in line with ITIL controls, minimizing risk and ensuring change traceability and rollback plans.

4. Knowledge Management: Maintain operational documentation, standard operating procedures (SOPs), and knowledge base entries for supported systems.

5. Business Communication: Coordinate with business stakeholders on application service updates, planned outages, and escalated incidents.

6. Collaboration with Development Teams: Provide operational inputs during development lifecycle and receive handover of newly released systems.

7. Escalation Management & Vendor Coordination: Manage escalation paths with third-party vendors and ensure adherence to support SLAs.

8. Continuous Service Improvement: Identify recurring issues and lead initiatives to improve system reliability and user satisfaction.

9. Team Management: Lead and mentor application support specialists, scheduling coverage, and developing operational capabilities.

Qualifications

Knowledge Skills and Experience:

• Bachelor’s degree in Computer Science, Information Systems, or related field.

• 7+ years of total work experience in enterprise IT environments with at least 5 years in a lead or senior role in application support operations.

• Certifications: ITIL 4 Managing Professional, SAP/Oracle application certifications, Microsoft Azure/AWS/Oracle Cloud.

• Strong knowledge of the ITIL service operations framework (incident, problem, change, release).

• Extensive hands-on experience with ERP systems (e.g. SAP or Oracle) supporting finance, HR, procurement, supply chain, and plant/asset management functions.

• Experience with application monitoring and performance management tools (e.g., Dynatrace, AppDynamics, New Relic), including proactive performance tuning for business-critical operations.

About the Role:

Culmen International is seeking a Junior Metrics and Data Analysis - Logistic Support to support our client onsite in Bahrain.

Candidates should be located in Bahrain.

What You’ll Do in Your New Role:

Provides comprehensive warehouse and logistics support, including inventory management, administrative functions, and operational process development.
Develops, maintains, and manages metrics and analysis databases to track CNO Availability and CMAV performance, including completions, extensions, growth, and new work root cause analysis. Produces trend analyses, reports, dashboards, and briefings to support management decision-making and Flag-level presentations. Ensures databases interface with the Command Readiness Dashboard and enable report generation for designated users.
Performs all phases of inventory management, including requirements determination, acquisition, purchasing, tracking, distribution, accountability, financial management, retention, and disposal. Coordinates shipping, restocking, carcass processing, hazardous material handling, and depot-level turn-ins in compliance with safety and environmental standards.
Serves as a logistics liaison to fleet units, resolving supply issues, expediting material shortages, and supporting operational requirements. Extracts and analyzes data from multiple systems (e.g., LogiQuest, One Touch, Haystack, CSMPs) to support material readiness, modernization impact assessments, ROI analysis, and forward-staged material optimization.
Provides logistics support to homeported and visiting ships within the AOR, including warehouse distribution, receiving, shipping, shipboard inventories, and allowance validation. Participates in planning and execution of warehousing initiatives, process improvements, and implementation of new warehouse management systems.

Required Qualifications:

Extensive background in Navy warehousing, material management, and supply support policies and procedures.
Strong knowledge with CASREP tracking, working LogiQuest, One Touch, Haystack, are strongly recommended.
Experience with forklift operations.
Knowledge in planning initiatives such as major re-warehousing efforts, revisions to receiving/receipt control procedures, or development and implementation of new warehouse management systems.
10+ years with tracking and analyze modernization installation operational impact and return on investment (ROI) for tracked alterations. Background in maintaining data in the metrics and analysis database.
Proficient and experienced with Visual Basic for Applications (VBA)

Culmen International is seeking an Executive Administrative Assistant to support our client onsite in Bahrain.

What You’ll Do in Your New Role:

Provides direct executive-level support to the Office of the Commander. Performs a broad range of administrative and office automation functions, including composing and formatting correspondence; assembling information for reports, briefs, and presentations; and maintaining electronic records for efficient retrieval. Develops and maintains databases for program tracking and ensures appropriate data backups. Briefs and participates in meetings to communicate new or revised administrative policies, regulations, and procedures. Coordinates and supports personnel in meeting personnel management system requirements, including annual goal updates and performance reviews. Interprets Department of Defense policy and guidance to support effective communication, collaboration, and risk mitigation for senior defense leadership. Independently plans and executes assignments; produces documents, reports, spreadsheets, and briefs using standard office software. Oversees technical planning and administrative management in support of initiatives. Serves as a primary point of contact for visitors and calls, exercises diplomacy and tact with internal and external stakeholders, and manages visit and parking requests for engagements at other installations.

Required Qualifications:

2+ years of relevant work experience in administrative roles. Prior YN/PS with background as an Executive Assistance is highly desirable.
Strong leadership, problem identification/resolution skills, flexibility, initiative, and a proven ability to work with Senior Officers efficiently and effectively (to include experience interfacing/communicating with Senior Executive leadership in both
Government and Industry).
Ability to work independently and/or as a team member under tight deadlines with changing priorities.
Knowledge of the organization of office files and the purpose and content of documents in the files.
Knowledge of the clerical steps in processing files and retrieving information in files to prepare reports and maintain suspense records.
Ability to prioritize time and efforts across multiple activities to meet Government requirements.
Experience writing white papers, briefings, correspondence, and reports.
Excellent computer skills in MS Office (Word, Excel, and PowerPoint) databases and including Defense Travel System (DTS), Salesforce, BOL programs to include eNAVFIT, Navy Personnel Command Document Services, Navy Department Awards
Web Service (NDAWS).
Excellent organizational and teambuilding skills, good interpersonal skills.
Knowledge of English grammar and usage, format, and procedural requirements.
Skills in writing and oral communication to write/type letters, memoranda, and reports, and clearly explain complicated regulations, procedures, and concepts to persons outside the agency.
Demonstrated experience with Correspondence, Microsoft Suite, and Task Management Systems.
Active Secret clearance.

Job purpose

The Senior Specialist – Procurement Performance Management plays a critical hands‑on technical role in administering, optimizing, and supporting procurement systems, data, and performance reporting platforms across the Contracts & Procurement (C&P) function.

The role provides system administration, analytical, and reporting expertise across SAP MM, Procure‑to‑Pay (P2P) processes, tendering platforms, dashboards, and performance analytics, ensuring data integrity and compliance, system reliability, automation, and actionable insights in support of Procurement Performance Management (PPM) and Tender Board Secretariat (TBS) operations.

The position enables strong governance, transparency, compliance, and performance improvement by maintaining robust systems, resolving complex technical issues, and delivering accurate, timely, and decision‑ready procurement insights aligned with OQEP objectives.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

Procurement Systems Administration & Technical Enablement

Act as the technical focal point and system administrator for procurement performance systems, including SAP MM, P2P processes, and tendering platforms.
Support configuration, testing, and enhancement of SAP MM procurement functionalities, including master data accuracy, reporting structures, and process controls.
Administer and support tendering platforms (e.g., Tawreed, Sahl), including workflow support, data validation, user assistance, and report extraction.
Perform root‑cause analysis and resolution of system and data issues, coordinating with IT, shared services, and vendors as required.
Support system upgrades, patches, UAT activities, and controlled deployment of new system functionalities.

Procurement Performance Data, Dashboards & Analytics:

Design, build, and maintain procurement performance dashboards and analytical reports, ensuring accuracy, consistency, and alignment with PPM and TBS requirements.
Develop automated and ad‑hoc reports covering spend analysis, cost savings, budget tracking, cycle times, compliance indicators, vendor performance, and risk metrics.
Extract, cleanse, reconcile, and analyze data from SAP, tendering platforms (Tawreed), and related systems to support management reporting and decision‑making.
Ensure reporting outputs meet governance, audit, and compliance standards and support transparency across procurement activities.
Engage & collaborate with external stakeholders, value partners, shared services, and other Centers of Excellence to support the enhancement of C&P function service standards.

Procurement Performance Management & Standards Support

Support the preparation, monitoring, and reporting of procurement KPIs, budgets, and performance metrics in line with approved frameworks.
Assist in cross‑functional annual procurement planning by consolidating data, validating inputs, and supporting performance tracking.
Contribute analytical insights that support cost optimization, efficiency improvement, and service delivery performance.

Policy, Compliance, Audit & Risk Support

Support the implementation and maintenance of procurement policies, procedures, and controls through system configuration, reporting, and monitoring mechanisms.
Assist in compliance monitoring activities by generating system‑based evidence, reports, and dashboards.
Identify data, process, and system gaps and support continuous improvement initiatives across procurement operations.
Support audit and assurance activities by providing accurate system data, reports, and technical explanations.

Vendor Data & Performance Analytics Support

Maintain and administer vendor master data, categorization structures, and performance datasets within procurement systems.
Support vendor performance measurement through data analysis, dashboards, and reporting, ensuring consistency and traceability.
Assist in governance‑related vendor activities, including performance reporting, issue tracking, and system‑based support for vendor complaints and payment monitoring.
Support market intelligence analysis through structured data collection and reporting.
Support the enhancement of ICV implementation efficiency by assisting in the development and maintenance of vendor categorization databases, including SMEs, local community contractors, and vendor development program participants.
Support awareness‑raising and training activities by assisting stakeholders in understanding and correctly using the tender policy and complying with tendering processes.

Tender Board Secretariat (TBS) Systems & Reporting Support

Provide system, data, and reporting support to Tender Board Secretariat activities, ensuring accuracy and completeness of tender‑related information.
Support preparation of tender reports, analytics, and dashboards required for governance, review, and audit purposes.
Assist in awareness and training activities by supporting stakeholders on correct system usage and data requirements related to tendering processes.

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.

Education requirements

Minimum qualification is bachelor’s degree in engineering, Supply Chain, Production Operations Management, Analytics, Data Science or equivalent.

Language

Excellent knowledge of written, read, and spoken English (required), Arabic - Native (desirable)

Background and experience

Competencies and skills

6+ years of relevant experience in a similar role in Oil & Gas Industry
Strong hands‑on experience with SAP MM, including P2P processes, reporting, and system troubleshooting.
Hands‑on administration and support of tendering platforms (e.g., Tawreed, Sahl) or similar platforms
Proven experience in dashboard development, reporting, and data analytics and AI
Experience supporting Tender Board processes from a systems and reporting perspective.
Practical knowledge of Omani tender law and procurement procedures.
Oil and Gas / Energy industry experience essential (Commercial & downstream exposure) for the related processes / areas.
Hands‑on experience supporting performance management, inventory, supply chain, Procure‑to‑Pay processes, SLAs, and strategic projects.

Strong technical and business report writing skills
