Primary purpose of job
To manage the Planning and Contract responsibilities for all Department within VU Directorate. This includes 6 major
departments as follows: Drilling & Completions (UD); Offshore Oil Development (UO); Onshore Oil Development (UN); Gas
Field Development (UG); Non-Operated Oil Development (UX) and International Upstream (UI).
In addition, the incumbent has responsibility for the Drilling & Completion Department administration including all training
administration.
1. Manage the contracting process for the 6 major departments within the VU Directorate. This involves the preparation
and coordination of tender documents and the liaison with the PM and Legal functions to deliver fit for purpose contracts
and call-off agreements for all services and materials required by the VU Department to achieve their objectives for
performance, cost and quality.
2. Develop appropriate contracting strategies optimizing technical scope and pricing structures to achieve the optimum
contract solutions for VU department whilst also providing motivation for the contractor to achieve high performance and
safe operations.
3. Manage all internal and external interfaces to maximize technical, operational, and commercial benefits from the contracting process. This includes interfacing with (external) companies (IOCs, Services Providers) as well as with departments (Corporate Contracts, HSE, IT, Materials, Logistics, Legal, HR...)
4. Manage HSE through personal and high profile leadership and by ensuring that HSE requirements are clearly specified in all contracts and that contractors are aware of the requirements to achieve the objectives of the Corporate HSE Policy.
5. Review the tendering and contracting process to identify technical, commercial, and contractual improvement
opportunities and thereafter develop contractual solution in liaison with VU Department Managers considering the technical,
financial, legal, safety and environmental, and operational aspects.
6. Approve the technical and commercial evaluations of bids including the Corporate Estimates, for submission to the
respective tender committees (GTC/LTC) and MWC for final review and award.
7. Oversee the preparation and defend the annual drill budget (including drilling, completion, workover and rigless activity).
Scrutinize and challenge the input data and optimize the plan to obtain maximum cost efficiency.
8. Highlight and follow-up on any technical and operational matter that impact contractual obligation and / or entitlements.
Resolves all contractual and payments disputes, budgeting issues and manpower related concerns as they arise to achieve
the main objective of the Directorate in an economic, safe, and environmentally friendly manner.
9. Manage Drilling Department Administrative Section (including training Administration) to ensure services are efficient and
fit for purpose to enable smooth running of the entire Drilling Department and that training needs are delivered on schedule.
10. Develop Qatarization plan and training programs for all the subordinates. Initiates and supports training and further
development of Qatari staff.
Experience & Skills
* Experienced professional with a proven management track record including at least 20 years' experience in Drilling
Engineering and 10 years in a supervisory role related to contracting, drilling planning and budget preparation.
* Mastery in tendering and contract process, including negotiation and dispute resolution.
* Mastery in budget and planning.
* Demonstrate leadership and people management skills with the ability to challenge and motivate staff to deliver against
strict timelines.
* Ability to negotiate and resolve disputes based on systematic and logical thinking with rigorous attention to detail.
* Ability to manage a large amount of data and deliver quality reports and contracts against strict deadlines.
* Excellent verbal and written skills in English.
Education
* Minimum B.Sc. Engineering Degree
