Reporting to the Director of Regional & Urban Mobility, the Professional, Project Manager will primarily be responsible for coordinating all high-level project management for the office, to ensure full and complete awareness of projects administered by the office and by the Regional Development corporations. The Professional, Project Manager is responsible for project/program management activities (defining scheduling, budget, risk, change, opportunity, and resource management activities). The Professional, Project Manager will also supervise, direct and coordinate multiple project teams through the process of planning, estimating, design, installation, start up, commissioning and turnover of assigned projects. They will contribute to the successful design and implementation of transportation and mobility projects underpinning the NEOM mobility vision. They will also ensure that project management strategies and communications strategies for transportation projects in NEOM are coordinated effectively. We are looking for an experienced, motivated self-starter who thrives in ambitious, international, and fast-changing environments. Key Accountabilities & Activities:

  • Accountable for ensuring all construction project management activities are successfully executed.
  • Establishing and maintaining project budget.
  • Evaluates schedule and staffing plans.
  • Negotiates and executes contracts and agreements in a timely and cost-effective manner.
  • Leads project management meetings with a focus on the best outcomes for NEOM.
  • Ensures all project reporting by NEOM development corporations is accurate and timely.
  • Ensures that testing, quality, and safety at all projects meets NEOM expectations and standards.
  • Manages client and vendor relationships while demonstrating commercial acumen to protect profits and improve margins.
  • Business development, including participation in costing and estimating activities and risk analysis.
  • Evaluates financial forecasting and contributing to the creation of revenue targets.
  • Overseeing procurement including materials and subcontractors.
  • Develops and delivers project progress briefing, communication, and presentation materials for a wide range of audiences including senior management.
  • Project risks and issues are logged and managed.
  • During transition to construction and construction, monitors construction infrastructure and critical path, and enforces change procedures when necessary.
  • Ensures all project close-out activities are completed in a timely manner.
  • Facilitates stakeholder engagement by regularly liaising with internal and external partners regarding project development, administration, and implementation.

 

 

Background, Skills & Qualifications:

  • Highly developed creative thinking, problem solving, research, analytical, oral and written communication skills required
  • Post-secondary education in engineering, construction management, or equivalent discipline
  • A degree or diploma in business management is also an asset
  • Experience in managing large and small teams and sub-contractors, from the office through to the site, is preferred
  • Experience in performing risk assessments including mitigating risks in design
  • Demonstrated ability to break down and plan large / complex construction stages
  • General knowledge of Transportation, Track and heavy civil construction methods.
  • In addition, applicants will be required to demonstrate deep technical project management expertise and understanding of regulatory requirements in Transportation
  • Specific examples of work and project experience in the Middle East region, with experience in Saudi Arabia strongly preferred
  • Strong, demonstrated understanding of frameworks, policies, processes and practices of the Saudi Arabia government, particularly in transportation
  • High-level communication and presentation skills and ability to interact with a diverse set of professional disciplines, partners and stakeholders
  • Prior experience in transportation planning, urban planning, public administration, urban geography or a related discipline is an advantage
  • Ability to handle multiple tasks and meet competing deadlines
  • Good working knowledge of transportation planning theories, principles and analysis
  • Ability to work independently and as part of a team

 

 

Qualifications:

  • Post-secondary education in engineering, construction management, or equivalent discipline
  • 5 – 10 years construction experience from site-based roles
  • Complete fluency in English and Arabic is required
  • Complete fluency in multiple additional languages will be an advantage
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage
