Position Summary:

The Tracking Manager leads the full tracking, monitoring, and control room operations for all cross-boarder and local cargo movements. The role ensures operational efficiency, safety compliance, convoy integrity, security risk mitigation, and real-time visibility of the fleet. The position requires exceptional leadership, analytical thinking, and the ability to work in fast-paced, high-pressure environments.

Key Responsibilities:

1. Tracking & Monitoring Operations

• Manage real-time monitoring of fleet movement across all domestic and regional routes.
• Ensure GPS devices are functioning, calibrated, and reporting accurate data at all times.
• Continuously analyze truck and driver behaviour to detect unsafe driving patterns such as overspeeding, harsh braking, illegal diversions, or excessive idling.
• Ensure immediate escalation of high-risk events to operations, security, and management teams.
• Coordinate with driver and relevant departments to resolve any on-road related delays.

2. Convoy Management

• Design, coordinate, and manage convoys for sensitive, high-value, or high-risk cargo.
• Ensure escorts, drivers, and convoy leaders follow all communication and safety procedures.
• Plan rest points, refueling schedules, fatigue management timetables, cross-border sequencing, and security arrangements for group movements.
• Evaluate convoy efficiency and propose improvements.

3. Journey Management

• Develop safe journey plans using route risk assessments, historical data, fatigue analysis, and regulatory standards.
• Implement geofencing, checkpoint controls, and route-based alerts to ensure strict adherence to authorized corridors.
• Monitor border clearance times, weighbridge movements, and customs procedures to ensure smooth transit flow.
• Resolve route challenges such as roadblocks, weather issues, or unexpected political/security developments.

4. Driver Training, Discipline & Performance Management

• Conduct induction and refresher training on tracking systems, communication protocols, and journey management.
• Implement behavioural monitoring programs and coach drivers on safe and compliant driving practices.
• Investigate driver misconduct, incident reports, and route violations, and recommend corrective measures.
• Design driver scorecards and KPIs to support performance management and continuous improvement.

5. Security, Compliance & Risk Management

• Identify route-based threats, patterns of cargo theft, collusion risks, and cross-border vulnerabilities.
• Maintain close coordination with escorts and other third party agencies, and local authorities.
• Lead incident investigations involving accidents, hijacking attempts, tampering, or unauthorized activities.
• Ensure compliance with internal SOPs, client requirements, and EAC transit regulations.

6. Customer Communication & Relationship Management

• Provide customers with accurate real-time updates and proactive communication about delays, route risks, or incidents.
• Attend high-level management review meetings and present performance data, tracking dashboards, and improvement initiatives.
• Ensure customer service level agreements are met for visibility, reporting, and transit time expectations.

7. System, Data & Technology Management

• Oversee installation, maintenance, and troubleshooting of tracking devices, and onboard cameras.
• Review telematics data to identify trends, risks, and operational inefficiencies.
• Develop dashboards and tracking analytics for management reporting.
• Collaborate with IT teams to enhance system reliability and data security.

8. Team Leadership & Coordination

• Lead a team of tracking officers, shift supervisors, journey managers, and fleet supervisors.
• Develop shift schedules to ensure real-time coverage for the control room.
• Conduct performance reviews, coaching sessions, and capability development programs for the team.
• Implement discipline and escalate issues with professionalism and urgency.

9. Process Improvement & Operational Excellence

• Continuously review and improve tracking SOPs, convoy procedures, escalation protocols, and risk controls.
• Strengthen operational efficiency by reducing downtime, minimizing incidents, and improving trip turnaround times.
• Introduce new tools, technologies, and best practices to upgrade tracking and control room operations.

10. Reporting & Documentation

• Produce detailed trip reports, incident reports, performance dashboards, and weekly/monthly tracking summaries.
• Maintain audit-ready documentation for regulatory bodies, clients, and internal compliance teams.
• Ensure all tracking records are organized, backed up, and properly archived.

Qualifications & Experience

• Bachelors Degree in Logistics, Transport Management, Supply Chain, or related field.
• 5+ years’ experience in fleet monitoring, control room operations, or transit logistics.
• Deep understanding of Tanzania and East Africa transit corridors, customs regulations, and border dynamics.
• Strong command of tracking platforms (e.g., FleetSI, Gurtam/Wialon, Mix Telematics, Coban, etc.).
• High-level problem-solving, risk assessment, and decision-making capability.
• Proven experience managing teams and handling complex operational environments.
