Job purpose
Lead a team and create strategic plan for RPI & Plastics Procurement, under Head of Material Management scope, with a focus on improving processes and performance, in order to ensure performance to the Materials Management.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.
Main tasks and responsibilities
Responsible for all kind of Stock, Non-Stock, Turnaround and Projects materials Procurement.
Ensure full compliance company Procurement Polices and Procedure for Procurement of materials.
Good knowledge on Oil and Gas codes and standard (ASTM, ANSI & API) & all materials commodities of goods such as spares, Lube & Chemicals & consumables.
Prequalification of vendors & ensure that only pre-qualified vendors to be connected for ordering of materials.
Assist in monitoring performance of the department and assurance of optimum performance. To achieve this, utilize existing procedures, or offer suggestions/ideas to develop and implement revisions or new procedures as deemed necessary.
Assist in drive for shortest processing time possible on all received material and continually improve the processing time performance.
Ensure Benchmarking, negotiation, and cost modelling techniques to be used to get best proposal.
Evaluate offers from vendors and management of vendor selection & award
Review Procurement strategy and award submission & ensure that full compliance with Procurement policies and procedure.
Initiate contact with vendors to check for availability, supply, shipments, and all other related activities.
Review reports and update as necessary
Liaise with all internal customers as required
Understand where needs may require alternative solutions and explore options.
Liaise with Value Partners, Shared Services, and other Centres of Excellence to provide seamless service delivery to customers.
Leading, coaching, mentoring and developing the Local Procurement team to ensure optimal performance and effective succession planning.
Lead & contribute to the development and implementation of departmental policies, systems, processes, procedures and controls, and continuously identify and recommend improvements while ensuring compliance with the group guidelines, international / local standards and relevant legislation.

External: Staffing specialized Contractors, Vendors & Suppliers
Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.
Education requirements
Minimum qualification is a bachelor’s degree in engineering, Supply Chain, Production Operations Management, or equivalent.
Language
Excellent knowledge of written, read, and spoken English (required)

Competencies and skills

15+ years of overall experience in same function, preferable same role
Project management experience is an added advantage.
CIPS qualification would be preferable.
Oil and Gas / Energy industry experience essential (including upstream and downstream exposure).
Procurement, inventory, supply chain qualifications are an added advantage.
