Job Responsibilities:
 

  • Reports to the Project manager / Sr. HSE Officer regarding day –to day inspections and tours.
  • Monitors compliance of project personnel and Sub – contractor on the approved Project safety Plan and safety procedures and processes, method statements and associated risk assessments.
  • Immediately reports any non – conformances, corrective action reports or safety violation slips issued to the Project Engineer verbally and by hand written report copied to the HSE department.
  • Liaises with Project Manager with tool box talk’s topics and material received from HSE office.
  • Attends project internal site safety meetings including sub – contractors HSE representative. Prepares and distributes the minutes to all concern and copy to HSE office.
  • Liaises as necessary with site staff on matter concerning HSE.
  • Liaises with clients and consultant on site issues regarding HSE matters and notify to HSE office in writing.
  • Attends Project HSE Coordination meetings.
  • Actions track the HSE actions raised through minutes of meetings and report to the Sr. Project Manager and Sr. HSE Officer HSE actions that exceed the agreed action time.
  • Expedites the closing out of any Non Conformances or Corrective actions through the construction group as a result of inspection or audit carried out.
  • Conducts daily safety inspections to monitor works against documented safe system of work / Permit to work.
  • Prepares daily safety inspection report and send a copy to Project manager/ Sr. HSE Officer.
  • Any Imminent Danger will be immediately brought to the individual concern and it should be reported to the Project manager / Sr. HSE Officer/ HSE manager in case of the work requiring to be ceased.
  • HSE Officer will ensure that all accidents, near miss incidents, dangerous occurrences are immediately reported to the project manager and HSE office by phone and later by hand written preliminary report from concerned supervisor.
  • HSE Officer will investigate all accidents, near miss incidents in his area and will submit a detailed report to HSE office within 48 hrs.
  • Attends Safety meetings (Site and Combined) – raise safety issue.
  • Attends the weekly safety tool box talk meetings. Create safety awareness amongst all employees on incidents; accidents occurred during the week and on specific situational hazards.
  • HSE Officer will review and generate a report from the sub contractors’ weekly safety report, scaffolding inspection reports and test certificates on lifting and complicated machineries.
  • HSE Officer will be the coordinator to Project manager and his team in handling “EMERGENCY” situations.
  • Liaises with the Sr. Project Managers and provides on job training materials.
  • Shall be accountable for determining, Implementing and continuous monitoring of QHSE and asset management system aspects in his activities and areas of work. 
  • Proactively approaches for implementing QHSE and asset management procedure & guidelines.
  • Reports All QHSE & asset management incidents immediately and takes necessary precautions to avoid reoccurrence.
  • Reports to the higher management on the performance of the management systems and include recommendations for improvement.


Job Qualifications:
 

  • Bachelor's Degree in related field. 
  • Level 3 or equivalent in Occupation Health & Safety /NEBOSH-IGC
  • 3 - 5 years of experience in construction projects.
  • Analytical skills and quality-oriented mindset.
