About Our Client
Our client is a confidential Real Estate Development company that is leading several projects across the Kingdom and establish the region as a major tourist destination through their developments.
Job Description
Develop and implement procurement governance, policies, processes and standards, and ensure compliance against those standards
Develop and implement the company-wide annual procurement plan taking into consideration all functions need, previous demand and supply levels and allocated budget
Identify and report all deviations from procurement plans and manage the implementation of corrective actions in conjunction with concerned departments
Develop, update and manage the supplier registration and pre-qualification processes
Manage general supplier market assessment for seeking alternative suppliers and understand the key supplier marketplace dynamics and current trends, and define & recommend an appropriate list of vendors that will meet the requirements of the procurement or contracting request
Where appropriate, participate in the resolution of key challenges with a specific vendor
Define relevant opportunities where key vendor partnerships will be beneficial, building the business case and recommending relevant actions
Agree-on the target KPIs for suppliers with internal stakeholders and report against supplier management specific KPIs
Manage end-to-end procurement operations including the preparation, issuance, and processing of POs, RFPs, and other related documents
Oversee all procurement transactions - including, the administration of orders, deliveries, logistics and complaints / follow ups, etc.
Manage the entire tendering cycle, from identification of tendering committee members, technical criteria development, interfacing and negotiating with bidders through to approvals and contract awarding and signing
Manage the evaluation of commercial and technical bids in accordance with the defined evaluation process and criteria
Participate in the selection and negotiation process, and apply evaluation criteria to supplier response to support in short listing and final selections
Coordinate with Development Management team to develop RFP, RFQs, and other tender documents
Manage end-to-end procurement operations including the preparation, issuance, and processing of POs, RFPs, and other related documents

The Successful Applicant
Specific Knowledge & Capabilities:
Strategic Procurement, Sourcing & Tender Management, Vendor & Contract Management, Conflict Management & Dispute Resolution, Purchasing Experience with Oracle Fusion ERP or similar technical knowledge in contracting and supervision and strong knowledge of Procurement trends and practices
Industry Background:
Previous managerial experience in a similar position, ideally in the real estate industry
Additional Qualifications:
Master's degree in Business is Preferred
CIPS (or equivalent recognized qualification) is preferred
