Assistant Resident Engineer (Civil), Parsons, Abu Dhabi, UAE

Job Description:

Parsons is looking for an amazingly talented Assistant Resident Engineer to join our team! In this role you will get to perform all aspects of field engineering assignments including development of plans, schedules, contracts, procedures, and construction methods and systems for an assigned project, or a designated area of a large project.

This is a remote role located in Madinat Zayed, Abu Dhabi.

What You'll Be Doing:

Report to the Resident Engineer and assist in supervising the construction of civil/roads works and associated items.

Act in place of the Resident Engineer when on leave or absent.

Chairs the meetings with the utilities agencies and any other meetings delegated by the Resident Engineer Utilities.

Coordinate his direct activities with the other engineers and members of the construction supervision team.

Assist the Resident Engineer in reviewing of shop drawings, design proposals, method statements and other activities including correspondence related to the utility section and prepare replies for the review of the Resident Engineer.

Coordinate with Parsons' design engineers for resolution of related issues.

Maintain the daily diary and the daily reports by the inspectors.

Coordinate with the contractor engineers on scheduling and application of resources.

Direct, assist and monitor the performance of the inspectors and surveyors as applicable. 

Convene and chair special meetings with the service authorities, the contractor, subcontractors and other parties related to his work. 

Ensure accuracy and completeness of records.

Ensure safety goals are achieved on the project and oversee implementation of safety procedures on the project.

Prepare / Assist in the preparation of Weekly and Monthly progress reports.

Act positively, and participate in all health and safety issues at site, as required by the Resident Engineer and the project safety representatives.

Provide all necessary on-site direction and assist the Resident Engineer to issue site instructions with respect to utilities works and associated items.

Check and measure the performed work in his line of work, record and assist the Resident Engineer to display progress vs. programmed work.

Ensure correctness and completeness of ‘as-built’ drawings within his line of work.

What Required Skills You'll Bring:

Bachelor’s Degree in civil engineering and 10+ years postgraduate experience in design, site supervision and construction management of roads and infrastructure works.

Mandatory 12+ years of overall experience of which at least 5+ years experience should be within UAE in supervision of Large Infrastructure works.

Should be able to review and justify the material submissions analyze laboratory and technical reports, carry out acceptance sampling plans, testing and quality measures, ensuring the compliance with the project’s specifications.

Must have a sound knowledge about contractual relationships.

Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.

Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.

Keep necessary records and as-built records and take charge of the handing over of the utility works to the respective service authorities and assist the contractor to obtain necessary final clearance.

Must be available in UAE.

About your team

The team is responsible for winning mandates from Tier 1, 2 and 3 Institutional clients to manage predominantly segregated portfolios of their assets in equities, fixed income, private assets and multi-asset investment strategies.  We market to institutions in Saudi Arabia, Kuwait, the UAE, Bahrain, Qatar and Oman and a selection of countries in Africa.  After a mandate has been won we are responsible for on-boarding the assets, managing the on-going relationship with the client and ultimately retaining those assets.

About your role 

The Middle East is a target growth market for the Institutional Business over the next 3-5 years. Reporting to the Head of Middle East & Africa - Institutional the individual will be a key member of the team focused on supporting and growing the business across client segment tiers and FIL capabilities.

The role involves close internal coordination with the product teams on new proposals and the various support and client servicing functions across the firm. .

The successful candidate will also be closely involved in helping coordinate certain marketing functions and activities; in particular, research articles; speeches; roundtables etc.; and regional client training events.

The business is projected to grow substantially and the individual will be expected to contribute towards achieving the teams business sales target through existing client relationships and onboarding new clients across the different client segment tiers.

Key Responsibilities

Build and maintain strong relationships with institutions across the region with a view to winning new business and defending existing assets;

Broaden the team's coverage by taking advantage of being based in the region;Represent and market the full range of capabilities managed by Fidelity International and Fidelity Investments (in the US) across public and private markets, and liaise with the respective product teams to deliver compelling client solutions;

Handle new business opportunities and manage existing client mandates by responding fast to client queries with detailed, accurate answers;Identify client and market trends and opportunities by following relevant developments in the press and online.Assist with the preparation and production of sales presentations, pitch books, responding to due diligence questionnaires, regular product and performance updates and ad hoc market updates.

Work with the marketing teams to assist and help organize institutional client events and seminars for institutional clients from the Middle East region;

Liaise with Legal and Compliance to ensure everything sent externally adheres to internal policies, and external laws and regulations;

Responsible for sending out relevant Fidelity publications, market news & articles produced by Marketing and Investment Communications to clients and prospects as appropriate.

Maintain and update sales databases (Salesforce) and other relevant sources to produce accurate pipeline and related sales reports.

About you

CFA qualification a positive.

Minimum of 7 years related experience

Broad institutional sales and relationship management background and a thorough understanding of client needs and market trends

Can-do attitude. Energetic and creative in handling client enquiries.

Ability to manage multiple requests from clients/prospects and internal parties

Work independently, willingness to challenge decisions and offer recommendations as appropriate.

Ability to collate and report relevant facts and figures then to analyse them.

High degree of responsiveness is needed for quick turnaround, impeccable follow-up.

Able to work under pressure and meet tight deadlines

RESPONSIBILITIES

Lead coordination workshops internally with internal stakeholders and externally with Consultants and Contractors.

Review the engineering design documents, including drawings, Specifications, BOQs

and others.

Good understanding of Authorities and utilities agencies technical requirements and process for obtaining NOCs and design approvals for Marine Work and Structure works.

The capability of reviewing and coordinating with other engineering disciplines shop drawings (i.e., Arch., Structural & MEP documents) to confirm full coordination and inter-disciplines check.

Strong capability to review Shop drawings, Pre-qualifications, Material Submittal and MSRA for Marine Work submissions and Structure works submissions.

Ensuring all design documents are compliant with government and authorities’ regulations & internal & external Stakeholders' requirements for Marine design submissions and Structure design submissions.

Daily & weekly reporting of work and progress & updates to Project managers.

Review all inspection requests including but not limited to: WIRs, MIRs, MARs, etc. prior to release back to Contractor.

Ensure that quality deliverables, timely manner submissions, and projects scope requirements are

successfully met.

Familiarity with the market best practices, common and up-to-date materials & systems.

Conduct site visits and quality audits on the construction activities.

Supervise and manage site inspectors to ensure fully compliance with QHSE requirements.

Work on other tasks assigned by management as necessary.

Communicate effectively & efficiently internally & externally forms themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.

Sustainability knowledge (Estidama Pearl Rating or LEED certification) will be an advantage.

Perform other duties as assigned by the line manager/supervisor.

QUALIFICATIONS

Bachelor’s degree in civil engineering or any related discipline, with strong technical background.

+10 years of experience in Structural and Marine works as contractor and consultant, in the GCC, preferably UAE

Experience in Complex Marine Projects is not required; the scope of work is simple; secant pile wall & precast concrete deck on marine steel piles

Abu Dhabi Municipality registered engineers are required.
