Senior Contracts Engineer, WTS Energy, Sharjah, UAE

MAJOR FUNCTIONS

•  Review scopes of work, assist in developing suitable pricing structures and prepare tender documents with the right conditions whilst ensuring that company policies and procedures are followed.

• Formulate suitable tender strategies depending upon the scope, value, type, and schedule, with the inclusion of the proposed bidders and list for committee approval.

•  Develop, issue, and administer tenders for approved strategies and required contracts.

•  Coordinate technical evaluations, conduct commercial evaluations, and obtain Bid Committee approval for the award.

•  Prepare Letters of Intent and Contracts

•  Carry out post-award contract administration.

•  Reports to the Contracts Manager – Projects

ESSENTIAL FUNCTIONS

•  Working within the Company’s Projects Team, conduct the complete end-to-end contracting process from concept to close-out for high-value complex contracts.

•  Actively participate in strategy formulation and drafting of contract strategies for approval.

• Draft tender documents in collaboration with the project team members. Review technical documents for inclusion within tenders and propose amendments to align with contract requirements and terminology. Assist the Projects team in selecting criteria for bid evaluation.

• Perform bid administration functions: coordinate responses and issuance of clarifications and amendments to tenders. Conduct an overall review of the technical bids for completeness, follow up with tenderers for missing documents, and facilitate technical/ commercial clarifications.

•  Arrange and coordinate the technical evaluation of bids by Projects team members.

• Finalize technical evaluation submissions and obtain approval for the commercial bid opening.

• Assist Project Controls Team as required to prepare price comparisons and sensitivity analysis for complex price structures to obtain the best commercial option. Propose recommended bidder for the award through consultation with the Contracts Manager – Projects. Prepare Bid Committee submission to obtain approval for commercial evaluation and award of the contract.

• Conduct day-to-day administration and management of contracts, correspondence, and documents, filing – hard copy and electronic, recording and managing minutes of meetings, etc.

•  Analyse and make recommendations for analyzing entitlement to Variations and settlement of claims, time extension requests, etc.

•  Post-contract administration of project contracts

• Through consultation with the Contracts Manager – Projects, advise in implementing contract requirements and interpreting contract terms.

•  Ensures that completion certificates and performance evaluations are prepared and duly signed upon completion of contracted work.

•  Obtain feedback from the projects team for implementing future improvements in contracts.

•  Champion implementation of Company safety, security, environment, and quality policies and programs in contracting.

TERMS & CONDITIONS

Contract duration: 2 years

Job Location: Sharjah, with occasional travel to the Kurdistan Region of Iraq. According to company policy, the job holder will be entitled to location uplifts when traveling to Kurdistan.

Requirements

Minimum Educational Qualifications/Certifications and Experience Required 

• University Degree in Engineering / Supply Chain / Sciences or related field. 

• MCIPS or other equivalent designations and credentials will be an advantage. 

• 10-12 years max. professional experience working on high-value complex O&G projects, executing Pre and Post Award Contract Management on Major Construction Projects with individual Contract Values >$10M up to $500M and total project values >$100M. 

• Excellent written and spoken English. 

• Experience reviewing and assessing claims for high-value complex contracts would be an asset. 

• Must have had experience working from the pre-award stage on major EPC O&G projects. 

• Strong administration and organizational skills 

• Strong planning and coordination skills. 

• Strong analytical skills with attention to detail. 

• Strong relationship and influencing skills. 

• Proven track record in delivering high-quality results for high-value contracts. 

• Experience working in large multinational corporations will be an advantage. 

Functional Competencies 

• Knowledge of Pre & Post Award Contract Activities 

• Knowledge of Claims mitigation, analysis, and settlement 

• Good negotiation skills

About the role

Established Warranty Administration professional. Administers and provides for proper contract and warranty fulfillment. Reviews estimates, advises customers on basic contractual rights, analyzes data, and develops simple bids and reports related to service contracts and product warranties.

Main tasks       

Develop introduce and govern the warranty process within AFS BU.

Warranty & Claims management AFS globally.

Coordinate product, projects and labor warranty & claims to manage the lifecycle from the date of invoicing.

Develop and maintain procedures (std work) for warranty management.

1st line customer technical services to gather warranty issues and map out against requirements

Requirements

As a minimum you must have:

BSc in electrical engineering or similar (relevant experience may compensate)

Product knowledge of relevant AFS delivered systems.

Fluent (both oral and in writing) in English

Customer relationship experience

AFS Business Experience

Responsibilities

As a Technical Service & Warranty Engineer, you’ll be responsible for:

Warranty management in AFS according to the approved Std Work.

Prioritize and coordinate the customer request for service with the available network of service engineers, agents/distributors, and external and regional offices.

Knowledge of all Service Supplier Agreements, and Customer agreements in order to ensure correct handling and invoicing.

Maintain and manage valid Service Agreements

Maintain and manage all contracts to define the warranty, bank guarantees and certificates of completion

Issue final warranty certificates against projects and introduce customers to aftermarket service solutions.

Issue Purchase Orders to Service Suppliers

Prepare Invoice details for Service Administrator

Financial Authority according to the “Approval Matrix”

Customer care by providing high-quality onboard services “worldwide”.

Coordination with service coordinators, service engineers, and factory  to ensure warranty issues are managed efficiently

Environment, health and safety requirements

Contribute that all work carried out by own service engineers and/or subcontractors do not cause any harm to people or the environment.

Ensure understanding Autronica EHS Policies, Standards and Cardinal Rules and that Job Safety Analyses have carried out prior to execution of safety critical tasks.

Immediately report any incidents or near-misses.

Communicate EHS issues to employees periodically and maintain a high level of EHS awareness

Quality management requirements

Understand the Autronica quality and ethical policies and standards.

Follow Autronica standards and AFSDivision standard work procedures.

Have a focus on continuous improvement and utilizes the ACE-tools efficiently. Contribute to motivate team members to propose improvement suggestions and follow up with them on implementation.

Immediately report any quality deviations.

Site EHS Specialist, Fieldcore, Dubai, UAE

Job Summary:

The Site EHS Specialist II, having completed level II competencies, will manage field personnel to ensure compliance with EHS policies, programs, procedures and legislative standards. Will communicate and contribute to the development of site-based programs, conduct onsite EHS audits and inspections, and provide recommendations for improving EHS performance and creating a NO HARM culture.

Will ensure all personnel and employees are informed of safe working procedures and practices so that they can fulfill their responsibilities and manage required compliance activities, including the implementation of in-country legislation and FC EHS requirements and standards.

Essential Duties & Responsibilities:

Develop, understand and maintain the OneEHS project plan. Provide support to communicate and manage all sections of the plan.

Responsible for safety administration, risk management, EHS training, medical and security related issues that may impact personnel or overall site safety.

Drive the implementation of FC standards and procedures at site

Conduct “Tool Box” talks, safety meetings, orientations, and training to assure employees understand the hazards associated with the scope of work and maintain the records of the aforementioned.

Support audits, incident investigations, and Root Cause Analysis (RCA) of Near Miss and incidents to ensure safe work procedures are being followed in respect to Company policy, OHSA, EPA, DOT, and client/ company policy as well as applicable regulatory state and federal laws within specified area where work is being performed. Ensure Emergency Response capabilities are solidified and maintained.

Participate in project planning meetings and Outage Readiness Reviews.

Ensure deployment of EHS and Regulatory posters / information / notices.

Develop and deliver project-specific site orientation training to all personnel under FieldCore control arriving at any point throughout the project to ensure that all site personnel and employees are informed of site safe working procedures and practices fulfill their responsibilities. Familiarize them with site EHS requirements, focus areas and any job specific hazards. Ensure that records of attendance are maintained.

Review customers permit systems, including requirements for site posting of permits, LOTO, Hot Work, Confined Space procedures, and FieldCore Lift Plans

Consult with Lead Field Engineer and Customer on any potential hazards such as Asbestos, Lead, Arsenic, and Hexavalent Chrome, which may impact the work scope.

Complete the security plan (non-US group I & II country safety plans) and verify with Security Team.

Provide classroom-based EHS training as required.

Advise leadership of Site setup information in Gensuite

Complete weekly site audits in computer based Gensuite program

Manage required compliance activities, including the implementation of in-country legislation and FC EHS programs.

Escalate accidents and incidents appropriately through company processes and procedures

Investigate incidents or near miss events as necessary or required, including compilation and completion of any necessary documentation (Accident investigation or Near miss forms, Gensuite measurements submissions, etc.). Analyze root causes to determine safety measures to prevent future incidents and influence the implementation of corrective actions

Conduct appropriate inspections and audits and ensure corrective actions are monitored and documented.

Complete, document, and submit all required EHS reports and recordkeeping information.

Ensure medical preparedness and that facilities are readily available for all employees. Ensure that records are properly maintained.

Assist in Safety Risk Assessment development implementation as is necessary or required.

Ensure the chemical management program is followed.

Ensure that all employees adhere to the EHS policy, local regulations and EHS FC programs.

Serve as direct liaison with end customer at site in safety task planning with project scope of work, conducting site audits, equipment and PPE inspections.

Communicate regular updates regarding injury and illness awareness and mitigating measures.

Conduct internal audits and provide recommendations to improve audit performance.

Establish good rapport with site personnel, other contractors and customers.

Manage documentation related to EHS initiatives and ad hoc programs. (Safety stand downs)

Conduct Hazard hunts to identify/eliminate hazards and reinforce No Harm culture

Climb 80/100-meter towers (Wind)

Ability to manage two shifts in a split shift role

Ability to identify, escalate and report complex hazards and risk mitigation

Ability and willingness to work holidays, weekends and overtime as required by field assignments

Travel required

May be assigned other duties to help proactively drive our FieldCore vision and align with our organization’s core values.

Required Qualifications & Experience:

Technical/University degree or qualifying experience in industrial Safety/Safety related field or experience equal to 7 years or more work experience and training in Safety or an industry related field OR a High School Diploma / GED with a minimum of 7 years of experience in an EHS or an industry related field

Must have completed OSHA 30 Training

NEBOSH National General Certificate or equivalent or working towards an Occupational Safety qualification.

Knowledge of in-country safety regulatory requirements, familiar with OHSA regulations desirable.

Preferred experience and knowledge of the risks involved in the maintenance of equipment in the power generation industry.

Experience in at least 2 of the following industries; Gas, Steam, Hydro, Wind or solar

2+ Years of hands experience on an outage

Pass a required drug test and background investigation

Proficient in English language

Desired Characteristics:

Good oral and written communication skills.

Ability to prepare accurate reports containing findings and recommendations.
