About the Role
The Head of HSE is responsible for planning, directing, and implementing the GEMS Group health, safety, and environmental processes to ensure a best practice and incident-free environment.
The post holder will lead and manage the HSE audit framework and ensure compliance and corrective action plans are in place across all business units where necessary, to ensure the health and safety of all employees, students, and other school community members.
Strategy and management
Develop and implement an effective HSE strategy with clear policies and procedures, across all GEMS Business Units
Recruit and develop an effective central HSE team to deliver effective audits supporting policy and procedure implementation, HSE process improvements, and reporting.
Work with key stakeholders, including support functions and the educational leadership and management teams, ensuring effective communication of all key HSE policies and initiatives.
Ensure schools are supported and provided with effective policies, procedures, and training based on international best practices and in compliance with local regulations and legislative requirements.
Accountable for annual HSE central team audits to ensure that all GEMS Schools and business units are covered.
Ensure effective communication amongst all stakeholders fostering a collaborative positive HSE culture.
Review the legislative requirements for the Education Authorities in UAE, Qatar and other locations in the Middle East as the business grows and ensure that GEMS are following and compliant with the
Provide monthly management reports surmising audits undertaken, findings and corrective action plans suitable to be presented at the board level.
HSE Framework Compliance
Accountable for ensuring all HSE incidents are reported consistently, and that data is analysed with key trends reported and corrective actions recommended.
Oversee the management of workplace inspections and H&S audits ensuring action points are addressed in a timely manner. This includes monthly H&S inspections, weekly fire inspections, annual H&S audits, etc.
Build and maintain an effective and in-depth understanding of Health & safety compliance across all schools, and ensure committee meetings take place regularly. Ensure on-site visits are consistent.
Lead the development and implementation of risk assessments across business units.
Report on HSE compliance through overseeing annual HSE audits, flag and support risk areas and ensure key areas are highlighted to senior stakeholders as needed.
Ensure HSE accidents are investigated and documented in a consistent manner. Ensure business units are fully supported with corrective actions and preventative measures.
Accountable for the implementation of corrective actions plans alongside key stakeholders (Manager School Operations, Transport Operations Managers, Support Staff Accommodation Managers)
HSE Framework Implementation
Accountable for the pre-acquisition HSE Due Diligence reviews and HSE management reports and support the business to implement corrective actions where necessary.
Ensure the group’s HSE framework is applicable for new business acquisitions (depending on local regulations) and implement a framework that is fit for purpose.
Functionally manage the locally hired HSE managers.
Develop and implement the incident reporting system in new business acquisitions.
Training and Development:
Ensure all HSE Managers and school operations managers have access to effective training.
Develop and implement training programs for Country CEOs and Senior Leadership Teams to ensure that they are trained and competent to fulfil their duties.
Develop and deliver specific health and safety-related training sessions to Managers of School Operations and other staff as required, to facilitate the health & safety professional development of Managers of School Operations and their deputies.
Environmental Management System:
Lead the development and ongoing management of an environmental management system.
Develop and implement environmental and sustainability initiatives throughout the schools and support services.
Drive HSE Culture
Act as a HSE Champion and a trusted advisor to the school operations teams on all health and safety matters to raise the profile and standards of health and safety across all business units.
Work closely with the central HSE team to ensure effective support is provided to all key stakeholders.
Monitor the delivery of all health and safety-related policies and procedures through effective document control procedures. Ensure all obsolete documents are removed from circulation. This includes overseeing the management of the online HSE document library.
Accountable for the development of HSE policies and procedures and reviewing existing policies and procedures to ensure all are fit for purpose.
Expected Qualifications, Skills & Experience:
Preferably a bachelor’s degree or equivalent.
H&S-related qualification (IOSH/NEBOSH).
Grad IOSH member
15+ years of managerial HSE experience
Experience with ISO governance frameworks
Ability to develop and deliver H&S training sessions.
