 Role Purpose :

To implement the quality systems and models required for developing organizational performance and government excellence, to promote a culture of continuous improvement and ensuring services happiness, as well as applying the fundamentals of Governance and Enterprise Risk Management, developing a future shaping model, and managing Corporate innovation concept and innovative initiatives generation model to optimize organizational maturity level, benefit Dubai Plan, customers happiness, and stakeholders aspirations.

Key Responsibilities/Duties:

A. Functional: 

1. Quality Management: Develop and implement quality management strategy and plans for various items, including resources, systems, timescales and financials. Contribute to the organization’s annual operations plan and long-term strategy and is consistent and meets both external and internal requirements of quality standards.

2. Performance Monitoring: Establishing Continuous Improvement frame work to enhance DCAA's customer focus and improve service efficiency. Provide best practices tools to enhance capability of service offering and delivery, and ensure accurate service improvement data for better learning and accurate decision making.

3. Process Re-engineering: Facilitate the implementation of quality and process re-engineering requirements and organizational performance excellence to develop and promote a culture of excellence and outstanding service to customers systems.

4. Process Management: Develop and deploy appropriate process performance management tools (SLAs, OLAs and KPIs) and obtain cross-functional approvals. Monitor, review and evaluate the efficiency of different processes and procedures in the entity and ensure consistency. 

5. Organizational Excellence: Facilitate the implantation of excellence methodologies and initiatives throughout the organization to enhance DCAA, DGEP, and Smart Government excellence model. Conduct and report on annual excellence self-assessment to the management and other stakeholders as required.
 
6. Governance & Risk Management: ensure the Implementation of  the fundamentals of Governance and Enterprise Risk Management framework and standardized processes and tools that enable best practice approach to DCAA, and optimize organizational maturity level. 

7. Future Shaping: Developing a future shaping model using the mechanism of future accelerators to bring DCAA toward the future organizations.

8. Innovation: Managing Corporate innovation concept and innovations generation model to benefit Dubai Plan, customers happiness, and stakeholders aspirations.

9. Strategy Awareness: manage the  necessary communication strategies for the improvement and awareness of quality issues across all departments.

10. Stakeholder Relations: Identify DCAA stakeholders’ requirements and needs through conducting various surveys and Focus Group Discussions and undertake planned initiatives to improve relationships. 

11. Customer Handling: ensuring high customer, suppliers & employee satisfaction and Driving improvement initiatives that positively impact Customer happiness.

12. Benchmarking: Initiate and organize best practice activities aimed at enhancing business practices. Participate in the development and implementation of benchmarking studies to develop action plans for organizational units.

13. Perform other organizational excellence related duties as may be assigned from time to time.

B. Academic Qualifications:
- Bachelor’s degree in Quality Management, Engineering Management, Business Management or any equivalent degree.

C. Certifications:
- EFQM certified assessor.
- (4G) Model Assessor.
- ISO9001 and/or ISO14000 and ISO1800 certified lead auditor.

D. Professional Experience:
- At least Ten (10) years’ working experience in Strategy field.
- At least Five (5) years in a professional role.

Role Purpose:

Reporting to the Director of Regional & Urban Mobility, the Professional, Project Manager will primarily be responsible for coordinating all high-level project management for the office, to ensure full and complete awareness of projects administered by the office and by the Regional Development corporations. The Professional, Project Manager is responsible for project/program management activities (defining scheduling, budget, risk, change, opportunity, and resource management activities). The Professional, Project Manager will also supervise, direct and coordinate multiple project teams through the process of planning, estimating, design, installation, start up, commissioning and turnover of assigned projects. They will contribute to the successful design and implementation of transportation and mobility projects underpinning the NEOM mobility vision. They will also ensure that project management strategies and communications strategies for transportation projects in NEOM are coordinated effectively. We are looking for an experienced, motivated self-starter who thrives in ambitious, international, and fast-changing environments. A keen interest to work on the forefront of urban mobility and the future of cities is vital for success in this position.

 

 

Key Accountabilities & Activities:

  • Accountable for ensuring all construction project management activities are successfully executed.
  • Establishing and maintaining project budget.
  • Evaluates schedule and staffing plans.
  • Negotiates and executes contracts and agreements in a timely and cost-effective manner.
  • Leads project management meetings with a focus on the best outcomes for NEOM.
  • Ensures all project reporting by NEOM development corporations is accurate and timely.
  • Ensures that testing, quality, and safety at all projects meets NEOM expectations and standards.
  • Manages client and vendor relationships while demonstrating commercial acumen to protect profits and improve margins.
  • Business development, including participation in costing and estimating activities and risk analysis.
  • Evaluates financial forecasting and contributing to the creation of revenue targets.
  • Overseeing procurement including materials and subcontractors.
  • Develops and delivers project progress briefing, communication, and presentation materials for a wide range of audiences including senior management.
  • Project risks and issues are logged and managed.
  • During transition to construction and construction, monitors construction infrastructure and critical path, and enforces change procedures when necessary.
  • Ensures all project close-out activities are completed in a timely manner.
  • Facilitates stakeholder engagement by regularly liaising with internal and external partners regarding project development, administration, and implementation.

 

 

Background, Skills & Qualifications:

  • Highly developed creative thinking, problem solving, research, analytical, oral and written communication skills required
  • Post-secondary education in engineering, construction management, or equivalent discipline
  • A degree or diploma in business management is also an asset
  • Experience in managing large and small teams and sub-contractors, from the office through to the site, is preferred
  • Experience in performing risk assessments including mitigating risks in design
  • Demonstrated ability to break down and plan large / complex construction stages
  • General knowledge of Transportation, Track and heavy civil construction methods.
  • In addition, applicants will be required to demonstrate deep technical project management expertise and understanding of regulatory requirements in Transportation
  • Specific examples of work and project experience in the Middle East region, with experience in Saudi Arabia strongly preferred
  • Strong, demonstrated understanding of frameworks, policies, processes and practices of the Saudi Arabia government, particularly in transportation
  • High-level communication and presentation skills and ability to interact with a diverse set of professional disciplines, partners and stakeholders
  • Prior experience in transportation planning, urban planning, public administration, urban geography or a related discipline is an advantage
  • Ability to handle multiple tasks and meet competing deadlines
  • Good working knowledge of transportation planning theories, principles and analysis
  • Ability to work independently and as part of a team

 

 

Qualifications:

  • Post-secondary education in engineering, construction management, or equivalent discipline
  • 5 – 10 years construction experience from site-based roles
  • Complete fluency in English and Arabic is required
  • Complete fluency in multiple additional languages will be an advantage
  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage

Basic purpose of the role:

Reporting to Flight Training Planning & Operations Manager (POM). The jobholder will be responsible for the management of trainees file and will be the focal point of customers around the globe who will be doing their flight training courses at Airbus Training Middle East. The target is to ensure excellent service standards and maintain high customer satisfaction. Focusing on the execution and delivering the best quality of customer services as per Airbus standards. Will also lead digitalization projects.

Main responsibilities:

  • The point of contact with Airbus customers about trainees file, course programmes and schedules.
  • He will be in-charge in Welcoming the trainees on the first day of the course at different facility provider’ location in the region (e.g BAH, BEY,JED and others), meaning he will be travelling frequently to those training sites.
  • He will be in charge of trainee’s management in Myteam software and archiving.
  • He will manage trainee’s feedback in the system (e-TCF) and make a monthly report to POM and HoT
  • He will be assigned to manage MyATO – ATC Middle East SharePoint
  • Assist in streamlining and improving processes by initiating digitalization projects for flight training and instructors standardization.
  • He will assist the Planning Operations Manager (POM) and Flight training IT support from time-to time concerning IT issues and other related matters.
  • He will look after trainees and instructor tablets when it comes to errors, trouble shooting, and management at different training providers’ location.
  • Do ad-hoc administration work from time to time

Personal profile:

  • Must have an electronic engineering or business degree.
  • IT developer and digitalization project experience
  • Knowledge of Microsoft SharePoint migration to Google suite platform
  • Customer oriented person and good communication skills
  • Receptive and flexible

  • Able to multi-task and work under high pressure.
