Position Summary


HSE Engineer is a key member of the team in-charged with the design and implementation of the HSE Management System. The objective is to become more progressively effective in quality terms and in meeting both regulatory and accreditation requirements. The responsibility of HSE Engineer is to define HSE Standards for all systems and complying to the same; promote  quality  achievement  and  performance  improvement  of  the  entire organization.


Key Responsibilities & Authorities


Defining Policies & Strategies for HSE that are reported to the Top Management

Setting standards for health, safety and environment;

Defining competencies for HSE Department team members

Overseeing  the  performance  of  all aspects pertaining to HSE in Corporate Office and at site

Promoting the competency development of personnel in the scope of HSE

Approving  procedures  for  the  company manually & IT ERP

Designing  and  implementing  all activities pertaining to HSE

Recommending  to  Top  Management  the resources  budgets  (assets  including  people) for the Department 


Training  LIN SCAN  personnel  in    process areas  including  internal  auditors (including HSE)

Approving all documents and records pertaining to HSE 

Implementing all applicable HSE standards in LIN SCAN

Deciding  on  Non-conformities  along with Quality Team

Format  &  approval   the  effectiveness  of  the actions taken against the non-conformities

Identifying  new  concepts  in  HSE  & implementing the suitable ones

Monitoring the performance of  internal auditors

Conducting  all  types  of  Quality/HSE  audits within LIN SCAN along with Quality personnel

Developing and executing the  HSE Plans

Execute all other tasks as requested by the Executive Team within the assigned job role.


Skills/Experience:


University Degree  in Engineering (Preferably Industrial / Mechanical / Electro Mechanical / Electrical)

Minimum 3 years of experience in HSE activities in Engineering Industry

Experienced in Oil and Gas Industry

Certification for Lead Auditor ISO 45001, Nebosh HSE certification, NDT L2 as an option

Job description

The position is responsible for implementation of best international practices of Health and Safety both in design and construction stages of the Project on the principle to achieve ‘Zero Harm’

 This position is also responsible for correct identification and recording of incidents and accidents on construction projects and implementation of lessons learned for continual improvement

 Draft or review any HSE related documents as required

 Attendance at relevant meetings

 Review and ensure that HSE principles are incorporated and applied

 Provide progress reports as and when required

 Identify, develop and promote Programme and project required HSE polices


Skills and Competencies


 Minimum  of  10  years  post  graduate  experience  with  experience  in  major infrastructure projects or programmes; preference will be given to roads, aviation, structures or rail related experience

Knowledge of HSE system standards, such as ISO, OHSAS, or similar

Experienced in the collection of accident and incident data on construction projects, the calculation of performance measures, and preparation of reports for senior management

Demonstrated  performance  of  improving  HSE  outcomes  for  organizations involved in construction of large scale infrastructure

 Experience  in  implementing  safety  systems  at  the  construction  phase  of projects

Knowledge of issues affecting the health and safety of construction workers in the Gulf region, and ameliorative measures to address them

Knowledge of environmental impacts related to construction in the Gulf region, and ameliorative measures to address them

Knowledge  of  cultural  issues  that  may  impact  on  the  ability  of  a  diverse workforce in complying with HSE systems, and ameliorative measures to address them

Desirable to have experience of working in Qatar or the Gulf region

Demonstrable track record in the delivery of large multidisciplinary projects

In-depth knowledge of project controls procedures.

A “rounded profile”, comfortable with planning, analysis and managing process and commercial considerations (The successful candidate will also be able to mobilise people and teams and by their leadership skills lead teams and secure successful deliverables

Effective in building good working relationships within complex structures, both internally and with various project stakeholders


Profile

Key Responsibilities


 Preparation and implementation of HSE plans, policies and procedures.

To review and approve the Contractor’s and Supervision Consultant’s HSE staff, plans and procedures.

Carry out audits for ISO 9001, 14001 and OHSAS 18001 and recommend the necessary corrective actions and measures

Advise, guide and support managers in the implementation of Health & Safety practices both on site and within the office environment

Ensure that appropriate Health and Safety training is delivered

To work with the supervision consultants and contractors to ensure they are continually improving their QHSE approach and systems on projects to reduce accidents

 To  work  with  other  departments  within  Ashghal  and  the  government  in identifying and sharing best practice

 To establish and implement appropriate HSE measures that robustly collect accurate data on performance, and have targets and benchmarks where appropriate 

To foster a culture of continual improvement in the department and across the supply chain

To identify, develop, and improve procedures and systems for the section, department, and Ashghal

To provide reports to the higher management within Ashghal pertaining to related to HSE aspects

Undertake  audits  of  the  performance  of  the  contractors  on  HSE  and  to collaborate with all relevant parties in improving safety

Ensure compliance with health and safety legislation

Analyse accidents and identify trends, vulnerabilities and liabilities that can be avoided by preventive techniques and procedures

 


Qualifications & Criteria

Mandatory Requirements


University degree from a recognised University in an appropriate field

 Excellent communication skills in English, written and spoken

 Driver’s License 


Desirable requirements


Formal occupational health and safety qualifications (e.g. NEBOSH diploma as issued in the UK) or equivalent is preferable

Master’s degree in a relevant field

Arabic language skills

Experience of working in Qatar and / or the Gulf region

We are currently looking for a HSE Manager for our infrastructure position on Doha, Qatar


SPECIFIC RESPONSIBILITIES:


Administers job safety program; audits and inspects job site to detect and correct safety hazards.


Monitors the safety performance of all construction operations in assigned job site areas with respect to one or more elements of ESHARP Management and the Parsons Corporate Safety & Health Processes.


Performs accidents record analysis, and issues reports on a regularly scheduled basis.


If certified in first aide and on small projects, may function as the first aid attendant, and/or may supervise first aid personnel in providing first aid care of occupationally injured or ill personnel.


Conducts new hire safety orientation, daily safety huddles and weekly toolbox training.


Performs other responsibilities associated with this position as may be appropriate.

 


Required Qualification:


Must be western educated and hold a 4-year degree in engineering or construction related field.

Must be a Certified Safety Practitioner registered with an internationally recognized institute.

Attended recognized safety related training courses.


Required Experience:


15 + years in the field of health and safety in a similar managerial capacity.

Demonstrated previous PMCM experience

5 years of experience in Qatar/GCC region.

Thorough knowledge of international safety standards and procedures.

Good written and oral communication skills.

In-depth understanding of safety management systems and procedures.

Makes appropriate decisions based on knowledge

Primary objective

- To coordinate the implementation of the KOC PMC Safety policies, HSE Management System, and Project-specific HSE Management Plans as they apply to the project. Ensure that the site complies with the relevant  HSE Legislation and KOC HSE requirements. 

- Develop and implement the project HSE MS. 

- Develop and maintain Statistical data for the Project.

- Prepare reports as required for the Worley KOC PMC HSEQ Manager..

 

Specific Accountabilities 

- Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.

- Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan

- Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.

- Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.

- Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for the development of further health and safety activities, to highlight trends for future action.

- Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.

- Review the EPC contractor Safety Management System and advise of required changes.

Develop and maintain professional relationships with KOC, regulatory bodies, and EPC contractors to foster the professional image of Worley.

Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken

Other key activities shall include but not be limited to the following:

•    Pro-actively visit a site and with the EPC contractor implement safety measures-promote/ensure safe work practices

•    Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings

•    Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.

•    Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programs.

•    Maintain an HS&E audit and assessment program for the location.

•    Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.

•    Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters, etc.

•    Assist EPC contractor line management and or construction supervisors in the accident investigation process and report accordingly.

•    Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives.

•    Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors

•    Monitor the availability and use of safety apparel and equipment.

•    Provide advice to the EPC subcontractor supervision on the development of project-specific procedures and Job Safety Analysis (JSA) training,

•    Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls

•    Ensure all lines of communication on HSE matters remain open and effective between all parties particularly KOC, Worleys, EPC contractors and their subcontractors.


Mandatory Requirements:


•    Bachelor Degree in Engineering

•    Minimum 8 years total post-graduation experience

•    Minimum 5 years total post-graduation experience in oil and gas

•    Minimum 5 years experience in the same designation

•    Practical experience in identification and control of HSE issues on construction sites within Oil& Gas, Mining Operations, large Earth Moving or similar industries.

•    Experience in HSE reporting procedures and familiarity with the safety hazards with common construction activities.

•    Locally available candidates in Kuwait are preferred
