CONTRACTUAL INFORMATION:: Position Title: IT Operations Officer (Team Lead): Contract Type: Consultant, Level II: Division: Information Technology: Duty Station: Kosti, Sudan: Duration: 11 months: BACKGROUND AND PURPOSE OF THE ASSIGNMENT:: The IT Operations Officer reports directly to the Head Kosti / El Obeid Area Office (AO) for administrative purposes, while maintaining indirect functional reporting line to the Foundational Team Lead of TEC Sudan Unit for all technology related aspects.

The incumbent will be responsible for delivering efficient and effective IT systems and platforms that support WFP's strategy, including, but not limiting to, management of networking infrastructure and connectivity (VSAT, mobile and terrestrial) in the AO, telecommunications system (HF/VHF radio network), cyber-security, ensure adequate users support, inter-agency collaboration, etc.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive)::

•  Manage the operation and maintenance of the Local Area Network (LAN) and Wide Area Network (WAN) systems to ensure that Network Operating Systems support data base, documents, resources and other data files.
•  Contribute to the development of plans and budgets and manage the deployment of IT and Telecom systems and platforms aligned with business needs, in accordance with WFP corporate standards.
•  Monitor and maintain IT and Telecom systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
•  Install and configure new computer hardware for improving and upgrading system performance; contribute to technology upgrades as required.
•  Contribute to technical specifications and tender documents that support the procurement of IT equipment and services at minimum cost, in line with WFP rules and regulations.
•  Collect and analyze data to contribute to the preparation of accurate reports on IT and Telecom activities, investments and costs, identifying ideas to increase cost-efficiencies where possible.
•  Maintain and develop technical expertise and understanding of industry developments.
•  Provide advice to managers and users, understanding and resolving issues, and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
•  Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
•  Coordinate with other UN agencies in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT and Telecoms.
•  Interact effectively with internal and external colleagues and user groups to understand their needs and provide appropriate technical support.
•  Follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
•  Contribute to the preparation of operational plans and deliver resource requirements at the onset of an emergency.
•  Other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:: Education: Advanced university degree in Computer Science or another relevant field, or First University degree with additional years of related work experience or training/courses.

Experience: At least 5 years of progressively responsible professional experience in planning, design, development, implementation, and maintenance of IT systems. Hands on field experience implementing IT and telecoms systems in emergencies.

Knowledge & Skills::

•  Proven hands-on Project Management experience
•  CCNA or higher certification and Microsoft certification is desirable.
•  Deep understanding of networking protocols (e.g.1 IPSEC, HSRP, BGP, OSPF, 802.11, QoS)
•  Solid understanding of cyber-security protocols, solutions, threats, etc.
•  Hands-on experience with monitoring, network diagnostic and network analytics tools.

Languages: Fluency in English. Knowledge of another UN official languages is an advantage.
