1. JOB DETAILS
Job Title Sr. Engineer Procurement
Reports to Director- Commercial
Function Project Budget & MIS
2. JOB PURPOSE
The incumbent will manage both pre-contract budgeting, preparation of tender estimates and post-contract cost management activities including, but not limited to - interim payment certification, variation reviews, EOT claim reviews and final account close-out.

4. KEY ACCOUNTABILITIES
Managerial Accountabilities
Manage / liaison with site teams, consultants (design & cost ) teams and internal design / technical teams
Manage contractor QS / Project teams on all cost matters related to the project.
Coordinate with internal claims team on contractor claim matters
Coordinate with Procurement team on all matters related to PS / PC Items.
4. KEY ACCOUNTABILITIES
Functional Accountabilities
Pre-Contract Stage
Preparation of the initial cost plan by estimating the bid project in line with the current benchmarks and market trends.
Floating tender to get the prices from the vendors.
Update budgets benchmarks as relevant.
Forecast and coordinate cost of various trades including architecture, civil, structural, MEP & finishes for the project to finalize budgets for tender.
Track changes during design-development, bid stage and post-contract construction stage to manage costs escalations.
Post-Contract Stage
Ensure all documentation in-terms of advances, payment guarantees, bonds etc. are reviewed on submission.
Ensure monthly interim payments and all substantiation documentations are submitted in-order.
Review and process interim payment certification in line with our required business timelines.
Review variations / claims submissions and prepare the required substantiation to approve / reject as required
Ensure construction / projects budgets are updated as per the payment certification and variations
Finalize variations and ensure sub-contractor final accounts.
Finalize main works contractor accounts.
5. Qualifications and experience
Experience and Technical Knowledge
10+ years of relevant experience either as part of the Contractor / Real Estate Developer :-
Real Estate Developer : Pre Contract Procurement
Main Contractor : Pre Contract Estimation / Post Contract procurement.
Qualifications
Bachelor’s Degree in Engineering, (Civil, Structural preferably) / Quantity Surveying, Construction Management
6. Key Competencies and skills
Behavioural Competencies N/A
Other General Skills
Excellent English speaking and writing skills
Strong MS Office, Excel skills
Tools including AUTOCAD, Plan swift, Candy etc.
Knowledge on CESMM, POMI methods of measurement
7. Key interactions with stakeholders
