JOB DESCRIPTION
The FSRA is the competent authority for the Anti-Money Laundering and Sanctions Rulebook which includes Combating Terrorist Financing. The FSRA is also the responsible authority for tax matters that includes but not limited to FATCA and the OECD Common Reporting Standard.
The Financial & Cyber Crime Prevention-AML/CFT Unit (hereinafter referred to as the “Unit”) sits within the FSRA and is responsible for the: -
Development and implementation of measures to prevent financial crimes from occurring in the ADGM.
All AML related matters within the ADGM and will be required to monitor the activities of the FSRA regulated firms together with all Designated Non-Financial Professional Businesses (“DNFBPs”) licensed by the Registration Authority.
Conduct supervision of all firms and co-ordinate, conduct and maintain the National Risk Assessment for the ADGM.
All matters related to financial and cyber-crime and conduct internal and external training and awareness sessions.
Represent the ADGM and the FSRA at national and international meetings related to financial and cyber-crime.
Act as an AML subject expert internally ( including provision of guidance on specific AML risks across sectors and mitigation best practices
Strategic responsibilities: -
Assist in ensuring uniformity and coherence of AML, sanctions, international tax reporting requirements, cyber security, regulation, and supervision across ADGM.
Assist in ensuring compliance with international best practice in relation to AML and Financial & Cyber Crime Prevention.
Assist in ensuring effective and efficient stakeholder management both nationally and internationally.
Assist and support the Associate Director in managing the National Action Agenda-“AML-Task Force”.
Operational responsibilities: -
Assist in monitoring national and international policy developments around AML where required and propose course of action for ADGM in accordance with these developments.
Assist the Associate Director in handling all the requests received from Federal authorities.
Assist in monitoring all the sanctions alerts and notifications received from EO-IEC (e.g., draft and circulate email to all RP’s and publish notices.
Support in the organisation and conducting of supervisory activities with respect to AML and Financial Crime Prevention, in cooperation with the supervision teams.
Assist in monitoring the goAML tracking log/ and follow up with relevant teams or firm to do the needful.
Deliver and provide assistance to those delivering internal and external training and awareness sessions.
Support FCCP with an implementation plan to roll out the FATCA and CRS compliance programme within ADGM.
Understand, adopt, adhere and practice responsibilities or controls as per ADGM Information Security policy and as per best practices explained in the induction and awareness sessions.
Maintain Confidentiality, Integrity and availability of the ADGM Information at all times i.e. within as well as outside ADGM.
Education
Minimum Bachelor’s Degree
Work Experience
Essential
Understanding of financial crime related matters.
Experience in the regulation or supervision of financial crime for financial institutions/DNFBPs.
Knowledge of financial services, commercial or corporate laws and regulations.
Knowledge in risk assessments
Internal and external stakeholder management skills.
Good negotiation skills.
Good communications skills both in writing and orally.
Minimum 6+ years of experience in the AML, compliance, and sanctions regulatory related matters.
Demonstrable ability to draft and deliver internal and external communications in English.
Proficient in business English
Desirable
Arabic Language skills
