As Shamal Holding continues to grow, we’re in search of an Associate Director – Delivery (Infrastructure). This role will be responsible for leading the execution and delivery of real estate development projects within Shamal Holding - Development. This role ensures projects are delivered on time, within budget, and to the highest quality standards, aligning with the company’s vision and strategic objectives. The role requires strong leadership, stakeholder management, and technical expertise in managing complex, largescale development projects from concept through handover. The role requires a strong background in master planning and infrastructure development, ensuring integration of urban planning principles and authority approval processes into project execution.

Responsibilities:

Project Delivery & Execution

• Oversee end-to-end delivery of multiple real estate development projects, ensuring adherence to scope, schedule, budget, and quality.
• Lead infrastructure delivery and master planning activities, ensuring integration of urban planning principles, infrastructure development, and authority approval processes into project execution.
• Manage and coordinate consultants, contractors, and suppliers to ensure alignment with project goals.
• Ensure compliance with local regulations, codes, and company policies throughout the project lifecycle.
• Monitor project performance and implement corrective measures to address risks, delays, or cost overruns.
• Recommend and initiate value engineering exercises to achieve time and cost savings wherever applicable within Shamal. Monitor project development and recommend delay mitigation measures.
• Manage and assure compliance with Shamal internal policies, governance frameworks, and quality standards related to project execution.

Stakeholder Management

• Act as the key point of contact for internal stakeholders, authorities, and external partners.
• Provide regular project updates and reports to senior management.
• Collaborate with asset management, finance, legal, and operations teams to ensure smooth transition from development to operations.
• Manage and coordinate with Project stakeholders whilst implementing change controls including costs, time and variation procedures to effectively monitor / control project development maintaining budget and timelines.
• Provide the link between all project stakeholders and liaison with Authorities and project stakeholders within Shamal.

Leadership & Team Management

• Lead, mentor, and support project managers and delivery teams.
• Foster a culture of accountability, collaboration, and continuous improvement.
• Support capacity building within the development delivery function.
• Drive team leadership and development across multidisciplinary project teams.

Financial & Risk Management

• Monitor project budgets, cash flows, and financial forecasts.
• Manage procurement processes in coordination with procurement & contracts teams.
• Identify risks and develop mitigation strategies to ensure successful delivery.
• Conduct regular performance review of project development and establish project risk register to recommend /initiate risk mitigation measures wherever necessary.

Qualifications:

• Bachelor’s degree in engineering, Architecture, Construction Management, or related field; Master’s degree preferred.
• Minimum 10 years of experience in real estate development and project delivery, with at least 5 years in a senior leadership role.
