Technical Office Engineer/Manager, Almuftah Group, Doha, Qatar

We need a Technical Office Engineer/Manager,

Position Overview:

The Technical Office Engineer/Manager will provide comprehensive technical support to the Project Manager, ensuring the smooth execution of project deliverables from initiation to completion (A-Z). This role involves managing the submission of shop drawings, technical material submittals, Design related submissions, test reports, and coordinating with consultants, clients, and subcontractors. The ideal candidate will have prior experience working as part of a main contractor team, with a strong understanding of QCS 2014 and other applicable regulations. They will be a problem solver, self-starter, and strong leader with a strong personality, capable of meeting tight deadlines while ensuring compliance with construction laws and project requirements. Additionally, the candidate must have value engineering skills, be able to maintain accurate documentation and logs, manage time schedules, lead a team of draftsmen, and keep a close eye on project costs. This position is specifically for candidates with a background in Civil or Architectural Engineering, with experience particularly in high-end projects and finishes.

Key Responsibilities:

• Technical Documentation:
  • Prepare, review, and submit shop drawings, material submittals, and method statements in compliance with QCS 2014, project specifications, and standards.
  • Ensure all technical documents are accurate, complete, and submitted within deadlines.

• Coordination and Communication:
  • Act as the primary technical liaison between the Project Manager, consultants, clients, and subcontractors.
  • Resolve technical issues and ensure alignment among all parties.

• Testing and Compliance:
  • Oversee the preparation and submission of test reports, ensuring compliance with QCS 2014 and other applicable regulations.
  • Monitor and document quality control processes.

• Project Support (A-Z):
  • Support the Project Manager in planning, scheduling, and tracking project progress from initiation to completion.
  • Identify and address potential technical challenges or delays proactively.

• Documentation and Record-Keeping:
  • Maintain organized records of all technical submissions, approvals, and correspondence.
  • Monitor progress and adjust schedules as needed to avoid delays.

• Time Schedule Management:
  • Develop and maintain project time schedules, ensuring milestones and deadlines are met.

• Team Management:
  • Lead and manage a team of draftsmen, ensuring high-quality and timely delivery of drawings and technical documents.
  • Provide guidance, training, and support to the team as needed.

• Value Engineering and Cost Control:
  • Apply value engineering principles to optimize project costs, materials, and processes without compromising quality or compliance.
  • Keep a close eye on project costs and identify opportunities for cost savings.

• Subcontractor Coordination:
  • Review and approve subcontractor technical submissions, ensuring alignment with project requirements.
  • Facilitate coordination between subcontractors and other project stakeholders.

• Leadership and Problem-Solving:
  • Lead the technical office team with a strong personality, ensuring efficient workflows and timely deliverables.
  • Demonstrate dependability in meeting project deadlines and resolving critical issues.
  • Act as a self-starter and problem solver, addressing challenges proactively and independently.

Required Qualifications:

• Education: Bachelor’s degree in civil engineering or architectural engineering.

• Experience:
  • Minimum of 5 years of experience in a technical office role with a main contractor in the construction or engineering industry.
  • Proven experience in handling high-end projects and finishes from A-Z, including shop drawings, material submittals, and technical documentation.
  • Strong familiarity with QCS 2014, construction laws, and other applicable regulations.

• Technical Skills:
  • Proficiency in AutoCAD, Revit, or other design software.
  • Strong understanding of construction standards, codes, and regulations.
  • Experience in value engineering to optimize project outcomes.

• Soft Skills:
  • Highly communicative with excellent interpersonal skills.
  • Strong English language proficiency, both written and verbal.
  • Strong organizational and time management abilities.
  • Problem-solving mindset with attention to detail.

• Leadership and Personality:
  • Proven ability to lead teams, including managing a team of draftsmen.
  • Strong personality with the ability to influence and drive results.
  • Demonstrated track record of meeting tight deadlines and delivering results.
