Project Engineer - Construction, Milaha, Qatar

We need a  Project Engineer - Construction

Communication:
Internal Communication:

• Engineering and Construction Department
• Subsea Services and other BU

Purpose:

• To provide continuous updates on project/Tender status.
• To ensure and monitor that the BU strategies are being implemented effectively and accurately
• To ensure that best in class Safety, Health & Environment (SHE) Management practices are implemented

External Communication:

• Client and Subcontractors / Suppliers

Purpose:

• To ensure compliance with the project’s requirements, rules and regulations.
• To maintain good working relationships with owners’ representatives and respond to their requirements in a professional & timely manner

Occupational Health & Safety and Environment
Accountability:
Are accountable for their acts and omissions.
Responsibility:
To follow agreed safe systems of work; to follow training and instructions; and to report accidents, incidents and near misses.
Authority:
To stop work if they think the work is unsafe.

Minimum Qualification/Experiences/Skills
Education & Professional Qualification:
Bachelor’s degree in Mechanical Engineering or Marine Engineering or any related field.
Professional Experience:

• Preferably 5-8 years experience in Construction Project Management from leading EPCIC companies
• Project Management certification (PMP) will be added value.

Geographic Experience:

• N/A

Computer Skills:

• Fully conversant with MS Office 365, Power BI, and web applications.
• AutoCAD and other Engineering software like NAVISWORKS/SOLIDWORKS.
• Primavera P6/Mircosoft Project
• Oracle applications

Language Skills:

• BusinessFluent in English – both written and spoken;
• Arabic a plus

Market/Industry/Functional Knowledge:

• Knowledge of Offshore Fabrication and Construction
• Knowledge of Construction Vessels and topside operations.
• Knowledge of mechanical, structural, and SURF
• Strong knowledge of Safety and Health management system (ISO 45001)
• Good understanding of Quality Management Systems (ISO 9001)
• Good understanding of Environmental Management procedure (ISO 14001)
• Mandatory to possess a valid Qatar driving license to attend site visit (RAS LAFFAN or any other location) as and when required.
• Understanding of project management practices

Responsibilities/Communication/OHSE
Key Roles & Responsibilities
Construction Management

• Oversee day-to-day Offshore construction activities, ensuring work is performed according to approved plans and specifications.
• Provide technical guidance and support to offshore construction teams on-site.
• Address and resolve any engineering or technical issues that arise during the project.
• Ensure that construction activities are compliant with QatarEnergy standards, regulations and local codes.
• Implement strict quality control measures to ensure that all offshore construction work meets the highest standards.
• Review and approve construction drawings, Isometrics, lifting procedures and technical documents.
• Prepare and maintain comprehensive project documentation, including construction procedures, checklists, progress reports, technical specifications and present regular project updates to senior Management and clients.
• Facilitate effective communication between all project stakeholders, including clients, regulatory bodies, and internal teams.
• Coordinate with suppliers and subcontractors to ensure timely delivery of materials and services.
• Manage and lead an offshore workforce team in order to ensure that they are well-trained and follow safety procedures.
• Monitor the inspection and testing of all offshore equipment to verify their functionality and safety.
• Maintain accurate records of maintenance work, including work orders, inspections, and compliance reports.
• Act as the primary point of contact for the client, providing updates on project progress and addressing any concerns.
• Identify opportunities for process improvements and implement best practices to enhance efficiency and effectiveness.
• Prepare Construction CTRs by analysing the project scope of work.
• Responsible for resource allocation, supplier management and logistics coordination.
• Prepare and coordinate meetings and issue associated minutes of Meetings (MOM).
• Prepare the lessons learnt during the project execution.
• Perform other job-related duties as assigned by the Construction Manager.

Project Management

• Assist project and planning teams in developing project plans and ensuring the project is delivered on budget, on schedule, and within scope while ensuring compliance with International, Qatari, and corporate standards and guidelines.
• Work with multiple discipline projects and monitor fieldwork activities, as well as organize minimum subcontractors on a daily basis.
• Maintain regular communication with stakeholders, including clients, site supervision, subcontractors, and suppliers, to keep everyone informed of project progress.
• Work with the design and procurement teams to optimize project deliverables and materials without compromising quality, ensuring cost-effective solutions.
• Manage contracts and ensure contractual obligations are met by all parties.
• Assist in cost control by identifying and mitigating budget overruns.
• Responsible for assessing the financial performance of the project and identifying areas for cost savings and efficiency improvements.

Risk Management

• Identify potential project risks, develop mitigation strategies and continuously monitor for the new risks.
• Responsible for participating in risk assessments and JSAs for all major operations by identifying the hazards and risks of the construction involved.

Tender Management

• Lead the preparation and submission of tenders for construction projects.
• Analyze and evaluate bids to ensure compliance with technical and financial requirements.
• Collaborate with procurement teams to source manpower, materials and subcontractors.
• Ensure that tender submissions align with both client requirements and company objectives while optimizing resources, timelines, and budgets to secure successful project awards.

Safety Management

• Responsible for working closely with the HSE team to ensure that all the team members are strictly following client HSE standards.
• Monitor the HSE performance of the team and provide feedback and training as needed.
• Monitor compliance with applicable QataerEnergy HSE codes, practices, policies and specifications.
• Responsible for conducting vessel safety audits during maintenance day.
• Responsible for participating in the weekly Safety meeting.
• Ensure that all safety policies are clear, actionable, and tailored to the specific risks associated with the construction site and activities.
• Promote a culture of continuous learning, keeping up with new safety regulations, and incorporating them into project practices.
• Regularly engage with workers to reinforce the importance of safety, providing positive feedback for compliance and addressing areas of improvement.
